College students are packing up and moving into schools like Temple University this week, all amidst the second year of the COVID-19 pandemic.

"Beijing is putting the boot in, noting the ignominious exit, but has the most to lose," Jeff Kingston, Director of Asian Studies at Temple University in Tokyo, told CBS News. 

But Scott Burris, professor of law at Temple University, thinks it's "pretty clear" health authorities have the legal right to require vaccination as a means of slowing a continuing pandemic, as long as they do not discriminate.

"It is probably more than is needed," said Jason Gallagher, an infectious diseases expert at Temple University's School of Pharmacy. "A fourth dose is probably a waste; a third dose is probably unnecessary for a lot of people."
