General Statement

The Department of Educational Leadership and Policy Studies offers graduate programs leading to the Master of Education (Ed.M.) and Doctor of Education (Ed.D.), and Doctor of Philosphy (Ph.D.) degrees. Pennsylvania certification programs in the principalship, supervision, and central office administration also are offered. Courses focus on educational organization and management theory, philosophical and political analysis, research design and implementation, educational administration, and urban education. Courses are offered customarily in the evening on the Main Campus and at off-campus centers.

The doctoral program in educational administration has two parallel concentrations: administration for specialists in line administrative positions in basic education and the administration of higher education.

The interdisciplinary urban education doctoral program offers research and policy specializations in urban education.

Programs of Study

The department offers graduate programs leading to the Master of Education and Doctor of Education degrees. Programs leading to Pennsylvania certification for the principalship, supervisory positions, and the superintendency also are offered.

Courses in the department are grouped under four divisions:

  1. Educational Administration
Degree candidates majoring in educational administration design concentrations to emphasize school administration, school business administration, or higher education administration. Both degree and non-degree students can pursue the program leading to administrative certification.
  2. Interdisciplinary Urban Education
Degree candidates majoring in this area pursue programs tailored to their interests designed in consultation with their advisers. The focus is on research and policy specialization in urban education.
  3. Foundations of Education
This includes courses in the philosophical, historical, sociological, and general foundations of education. Although degrees are not offered in these areas, foundations courses serve as an integral component of many college degree programs.
  4. Supervisory Certification Program
Both degree and non-degree students can pursue this program. The certificate will be for a specific area, e.g., supervisor of inclusive school practices.
