The 1999 Fringe Festival Hits Philadelphia's Streets

The Philadelphia Wig-Off - Two women dressed in Victorian garb playfully prance around in an attempt to de-wig each other as a referee provides some background music with his accordion.

The streets of historic Old City were awash with madness (or more accurately, performance art) for 10 days at the end of September.

From September 15th to September 25th, the third annual Philadelphia Fringe Festival took place. Hundreds of events were scheduled at a slew of local venues. These ranged from dance troupes to musicians to theater companies to just plain indescribable oddities. In addition, several artists and sculptors had their work displayed in local store fronts as well as on the street.
