Temple University is one of the leading
teaching and research institutions in the
United States. Its public mission is to
meet the educational, research and service
needs of residents of both the Commonwealth
of Pennsylvania and the Nation. Over 400
different sponsored programs at the University
receive external support from federal, state
and local governments, industry, and private
non-profit organizations. In addition, the
University provides incentive awards to
faculty to encourage them to conduct intellectual
pursuits.
More vigorous regulatory requirements from
funding agencies, primarily the federal
government, has increased the administrative
burden and accountability of the University
and its investigators. Individual faculty
members, the Department Chairs and Deans,
and Office of the Vice President for Research
(OVPR) share responsibility for
sponsored activities. Faculty ultimately
are responsible for their individual sponsored
activities and for complying with University
and funding agency policies, procedures,
and requirements. Department Chairs and
Deans are responsible for oversight of all
sponsored activities in their departments
or schools/colleges. OVPR is the
only University office, inclusive of all
its campuses, charged with signing proposals
for external funding, coordinating sponsored
grant and contract activities, and accepting
and negotiating awards.
In order to assist investigators and administrators
in fulfilling their responsibilities with
regard to sponsored projects, OVPR
developed Guidelines for Conduct of Research
and Other Sponsored Activities. These guidelines
replace the "University Policies and
Procedures Manual for Sponsored Projects,"
with the intention to give faculty and administrators
the information they need to successfully
propose and implement sponsored projects
at the University.
While we recommend that all faculty and
administrators involved in sponsored projects
read this manual in its entirety, we recognize
that interested parties may come to these
guidelines looking for answers to specific
questions about policies and procedures.
