Spring 2007
The Institute will host a number of leading international law scholars during the spring 2007 semester. These scholars will present draft papers on Tuesday afternoons at 4:00 p.m. Presentations will be open to the Temple Law School Community. A detailed listing and schedule of these events will follow shortly.

Teach-In
On October 5, the Institute for International Law and Public Policy will present a panel of Temple Law School professors debating the recent U.S. Supreme Court decision on military commission for Guantanamo detainees. The panelists will include Professors Craig Green, Phoebe Haddon, Mark Rahdert, and Peter Spiro. Professor Jaya Ramji-Nogales will moderate. The panel will run from 12:15 to 1:30 in room 1C.
Also, from 4 p.m. to 6 p.m. on October 5, the Law School will host a panel discussion of the legal issues raised by Guantanamo by local attorneys who represent detainees. The discussants will be; Shawn Nolan and Cristi Charpentier, both from the Federal Defender Office EDPa; Judith Brown Chomsky, Law Office of Judith Brown Chomsky; and Peter Ryan, Dechert LLP. Temple Law student Lauren Elfant will moderate.
Additionally, throughout the day on October 5, Temple Law School will broadcast a nationwide Teach-In on the issues surrounding Guantanamo. Hosted by Seton Hall and simulcast to academic institutions nationwide, the Teach-In will bring together a wide range of scholars, government officials, and lawyers in an attempt to examine the current
Administration's detention policy at Guantanamo. The simulcast will be available in room 7B.

Justice Without Borders

On February 27 at 12 p.m., a panel comprised of professors Bill Burke-White, University of Pennsylvania Law School, Roger Clark, Rutgers (Camden) Law School, Laura Dickinson, Visiting Fellow, Woodrow Wilson School, and Jaya Ramji-Nogales, Temple University Beasley School of Law, will explore the newest frontier in the field of international criminal law: hybrid tribunals. Located in the country in which grave crimes were perpetrated but containing international elements, these courts offer the promise of incorporating local culture into international criminal accountability efforts while building the capacity of national criminal justice systems. The realities of violence, political manipulation, corruption, and lack of infrastructure present challenges in implementing this new accountability model. Among them, the panelists have worked with and written on the Extraordinary Chambers in the Courts of Cambodia, the International Criminal Court, International Criminal Tribunal for the Former Yugoslavia, the Serious Crimes Process in Timor-Leste, the Special Court for Sierra Leone, and the Supreme Iraqi Criminal Tribunal.

Spiro Hire Boosts Rising International Law Programs

This spring, the James E. Beasley School of Law’s international programs made an historic debut in U.S. News & World Report’s top 20.
This fall, the arrival of one of the country’s leading international legal scholars soon may help push Temple’s international law programs’ rankings even higher.
Peter Spiro — a leading authority in the areas of citizenship law, the role of non-state actors in international affairs and the impact of globalization on international and constitutional law — has joined the Temple Law faculty from the University of Georgia School of Law.
One of the most cited legal scholars of his generation, Spiro is Temple’s first Charles R. Weiner Professor of Law.
“Globalization has transformed the world and transformed the law.
That’s why strengthening our international programs by recruiting groundbreaking scholars of Peter Spiro’s caliber is a top priority,” said Temple Law Dean Robert Reinstein, who also is Temple University’s Vice President of International Programs.
“Along with other new faculty hires such as Jaya Ramji-Nogales and Duncan Hollis, Peter is preparing our students for the complex realities of today’s interconnected world.”

Fall 2006 Events
The Institute for International Law and Public Policy was created by the faculty of Temple University’s Beasley School of Law to promote the study and understanding of the relationship between international law and public policy.
This fall, we are excited to be joined by Professor Peter Spiro, the Institute’s newest faculty member. (Bio) Before coming to Temple, Professor Spiro was the Dean and Virginia Rusk Professor of Law at Georgia Law School and was associate dean for faculty development.
The Institute cordially invites you to participate in our activities this semester. Events will include diverse lectures by prominent scholars on current international law topics, as well as a webcast of panels and discussions on Guantanamo involving several law schools. The webcast will feature a panel headed by Temple Law School professors Craig Green, Phoebe Haddon, Mark Rahdert, and Peter Spiro. Also, in October, Delaware Valley International Law Day IV will be hosted by Temple Law School and the Institute. An annual event, DVILD is designed to provide international law faculty in the tri-state area a forum in which to exchange ideas about their recent scholarship and research in progress.
