"Can Decentralization Bridge Political Deficits? The Evidence from India"

Mr. K.C. Sivaramakrishnan is the Chairman of the Center for Policy Research, New Delhi, and member of the Prime Minister’s National Review Committee on the Jawaharlal Nehru National Urban Renewal Mission, India’s flagship urban initiative. He was Secretary, Ministry of Urban Development, Government of India from 1988 to 1992 and was personally involved in the legislation to amend the constitution to provide a framework for decentralization and to empower rural and urban local bodies, which eventually became the 73rd and 74th Amendments to the Constitution of India.
