Boren Fellowship
The David L. Boren Fellowship is for specialized graduate study of languages and cultures deemed critical to U.S. national security. Awards may be used for domestic tuition support as well as overseas study. U.S. citizenship required; recipients incur a service requirement.
Carnegie Fellowship
The Junior Fellows Program provides a substantive work experience for students with serious interest in international affairs. Assignments involve research and editorial assistance to senior associates in the areas of nuclear nonproliferation, arms control, democracy, economic reform, immigration, and regional research. No citizenship requirement, must be eligible to work in the U.S. Penn can nominate two applicants.
Chevening Scholarships
These scholarships are offered by the British Government in more than 150 countries, so that talented graduates and young professionals may become acquainted with the UK and gain new expertise for the benefit of their own countries. In some cases, graduating students can apply; in other cases, only young professionals working in their home country are eligible. US citizens are not eligible.

Churchill Scholarship
The Churchill Scholarship provides one year of graduate study in engineering, mathematics or science tenable at Churchill College, Cambridge University, England. The scholarship includes tuition and fees, plus living allowance. U.S. citzenship required, applicants must be between 19 and 26 years old upon beginning the fellowship.
Jack Kent Cooke Graduate Fellowship
The JKC Graduate Fellowship funds up to six years of graduate study towards any graduate or professional degree in the US or abroad. Graduating seniors and recent graduates not currently enrolled elsewhere are eligible.
Ford Foundation Pre-Doctoral Fellowships
The predoctoral fellowships provide three years of support for individuals engaged in graduate study leading to a Doctor of Philosophy (Ph.D.) or Doctor of Science (Sc.D.) degree. US citizens or nationals only, membership in one or more of the groups whose underrepresentation in the American professoriate has been severe and longstanding.
Fulbright US Student Program
U.S. government grants for one year of study, research or teaching in one of over 120 countries, in any discipline. U.S. citizenship is required. Graduating seniors, graduate students, alumni -- all are eligible.
Dissertation students should also consider applying for the Fulbright-Hays. CURF does not coordinate Fulbright Hays applications. Due dates will differ from those for Fulbright US Student Program.
Gates Cambridge Scholarship
Merit-based scholarships in any discipline for graduate study or research at University of Cambridge. The scholarships are for one to three years, with a possible extension to a fourth year. No citizenship requirement. Candidates should normally be under the age of 30.
Goldwater Scholarship
The Barry M. Goldwater Scholarship Program was created to encourage outstanding students to pursue careers in mathematics, the natural sciences, or engineering, and to foster excellence in these fields. Each scholarship covers eligible expenses for undergraduate tuition, fees, books, and room and board, up to $7,500 annually. Sophomores and juniors are eligible. U.S. citizens, permanent residents or nationals only.
Institute for International Public Policy
The IIPP mission is to enhance U.S. national security and global competitiveness by promoting excellence, international service and cultural competence among a broader, more diverse cross section of the American citizenry. The goal of IIPP is to increase the participation and influence of underrepresented minority groups. Sophomores are recruited to participate in a multi-year sequence of summer policy institutes, study abroad, intensive language training, internships and graduate study.
Jacob K. Javits Fellowship Program
Awards averaging $36,000 fund up to two years of graduate study in the arts, humanities, or social sciences. Selection is based on academic criteria as well as financial need. Seniors and first year graduate students are eligible to apply. U.S. citizenship or permanent residency is required.
Josephine de Karman Fellowship Trust
Grants of $16,000 for tuition during senior year or the terminal year of a doctoral degree. Applicants should be undergraduate juniors or in the penultimate year of doctoral study. The grant is for study in any discipline at any university in the U.S. Students in the humanities are especially encouraged to apply.
Luce Scholars Program
Internships in Asia for one year for people in academic and professional fields who would not, during the course of their careers, expect to go to Asia. Students majoring in Asian Studies are ineligible to apply. Young professionals (law, engineering, medicine, architecture, etc.) are particularly urged to apply. U.S. citizenship is required and applicants must be no more than 29 at the time they enter the program.

Marshall Scholarship
Two years of study towards a degree at any institution and in any subject area in Great Britain. Candidates must be U.S. citizens and either be graduating seniors or have received a BA in the last four years. A 3.7 GPA is required.
Mellon Fellowship (check to see if the fellowship will be resumed in 2007-currently suspended)

The Mellon Fellowship is designed to help exceptionally promising students prepare for careers of teaching and scholarship in humanistic disciplines. The Fellowship is a competitive merit award given to those who will be entering their first year of doctoral study. Fellows may take their award to any accredited graduate program in the U.S. or Canada. U.S. citizenship or permanent residency required.
Mitchell Scholarship
One academic year of post-graduate study at any institution of higher learning in Ireland or Northern Ireland. The scholarships are awarded to U.S. citizens between the ages of 18 and 30 who have shown academic distinction, leadership, and commitment to service. There are no restrictions as to the academic field of study. Covers tuition, living allowance, and travel.
National Flagship Language InitiativeFellowship
Two-year intenive language fellowship in areas of specific concern to national security, the first in the US, the second in the target region. Languages are Arabic, Korean, Mandarin, Persian/Farsi and Russian. This program is intended to prepare candidates for US government service in national security and has a service requirement. Eligibility limited to US citizens with advanced proficiency in the target language.
National Science Foundation Graduate Fellowship
Three year fellowship to support graduate study in science and technology in the U.S. or abroad. Seniors and first year graduate students are eligible. Other grants available to women, minorities. U.S. citizens, permanent resident or US nationals only.
Queen Elizabeth Scholarship
The Queen Elizabeth Scholarship is for one year of research at the University of Oxford for PhD students in the dissertation stage or in the final stages of course work. The scholarship covers all fees, plus living expenses, unless the student is studying science or technology. The stipend is approximately £7,000. Scholarship is available every three years.
Rhodes Scholarship
One, two or three years of study toward a degree at University of Oxford. Tuition and fees plus living allowance. Applicants must not have passed their 24th birthday on October 1 in the year of application. The scholarship includes tuition, fees, and a living allowance.
Rotary Ambassadorial Scholarship
The Rotary Ambassadorial Scholarship provides one year of study anywhere in the world where Rotary Clubs are located. Fields of study are unrestricted. The award covers travel, maintenance, and intensive language training if necessary.
Soros Fellowship
The Paul and Daisy Soros Fellowship for New Americans is designed to help underwrite US graduate education for immigrants and their children. Fellows in this program receive one-half tuition costs plus $20,000 for up to two years at any graduate institution in the U.S.
John Swire Fellowships
A collection of awards for two years of graduate study at St Anthony’s College Oxford for residents/citizens of Hong Kong, Japan, Korea or north-east or south-east Asia.
Truman Scholarship
Covers expenses for senior year and the first two years of graduate school for students who are committed to a career in public service, and who propose graduate study in areas specifically targeted toward this goal. Selections are made on the basis of leadership potential, high academic achievement, very strong faculty recommendations and prospects for success in graduate school. U.S. citizens or nationals in their junior year only.
Udall Scholarship
For sophomores and juniors who are interested in careers in environmental public policy, or for Native American or Alaska Native students who are interested in health care or tribal policy. The award covers tuition and fees for one year. U.S. citizens or nationals only.
