The Conwell Inn is conveniently located on campus about a block from Annenberg Hall. Temple University also maintains a list of Philadelphia hotels. You can also search on the official visitors website.
For a low-budget option, try the Bank Street Hostel. Located on the Market-Frankfurt subway line, it's right in the center of the city. If you coming with a car, check out the historic Chamounix Mansion. It's located in beautiful Fairmount Park, close to Temple, but about a mile walk from public transportation.
There are many, many food trucks spread around Temple's campus where you can find a bite to eat. While eating from a truck may be unfamilar to you, the food trucks offer some of the best food on campus. Wander past the rows of trucks to scan the menus, traveling from one country to another in just a few steps. There's also an outdoor food court (on 12th Street, a block east of the library) that has several good places. Ask around for recommendations. The 7-11 on campus has some healther options as well as standard ice house fare, and there are several Starbucks coffee stands, including one in Annenberg Hall, which also offers salads, soups, sandwiches and snacks.
As for sit-down restaurants, the pickings are slim — the Dark Horse (at Cecil B Moore and Broad) offers college bar fare, while the Diamond Club is a faculty dining hall. Better food is to be found elsewhere in Philadelphia, yet the on-campus options aren't too bad, considering it is a college campus.
