Photographic Film and Spent Fixer Disposal Guide

Film used in photography or in x-rays contains silver.  Silver is in the photographic fixer that is used in the development of film.  Spent Fixer and film containing silver is regulated and must be managed properly.

The use of digital x-ray technology is strongly encouraged.  This technology eliminates the need for hazardous chemicals and thus reduces the volume of hazardous materials that are generated for disposal.

Films

The silver in photographic film, x-ray film and microfilm originals must be recycled.  See Silver Recovery/Film Recycling Instructions below for further information.

Spent Fixer Containing Silver

The silver in fixer must be recycled or properly disposed.  All areas that use fixer containing silver are expected to have a silver recovery system in place. See Silver Recovery/Film Recycling Instructions below for further information

Silver Recovery/Film Recycling Instructions

  • All locations which conduct silver recovery and or film recycling must be registered with EHRS.  The following information must be provided to EHRS.
    • Type of Activity ( i.e. Silver Recover/Film Recycling)
    • Building, Floor and Room #
    • Department
    • Department Contact name and phone number.
    • Vendor Name and Contact Information
  • All vendors must be pre-approved by EHRS prior to using.
  • All silver recovery equipment must be maintained in a frequency which ensures the proper capture of silver.
  • All maintenance documents must be kept on file for a minimum of 5 years to ensure that the equipment is functioning properly.  The required documents must be furnished to any regulatory agency and/or EHRS upon request.
  • The Vendor responsible for servicing the equipment or removal of material must use the “Silver Recovery Maintenance Log”. A copy of the log is located below under “ Related Information.”  This log must be maintained for a minimum of 5 years and be made available upon request by a regulatory agency and/or EHRS.
  • A bill of Lading (BOL) or shipping paper must be utilized for any shipment involving the transportation of silver recovered. In addition, a Certificate of Recycling must be provided by the vendor to the Department. These papers/BOL/Certificate of Recycling must be maintained for a minimum of 5 years and be made available upon request by a regulatory agency and/or EHRS.
