Can I apply to the program if I only have a Bachelor's degree?

Can I apply to the program if I have a Master's degree in a field unrelated to English education?

Do I need to retake GRE or MAT in order to apply to the program if I took mine more than five years ago?

My GPA is lower than 3.0. Will I still have a chance to be accepted into the program?
