State Plans for Mental Health Disaster Response Principal: Participants: This analysis compares the Emergency/Disaster Plans for Mental Health components in the three states besides Pennsylvania directly affected by 9/11 attacks (New York, New Jersey and Virginia). It focuses on how mental health plans are addressed in state plans, policies, procedures and organizational structures, implicit and explicit communication assumptions, implicit and explicit mental health planning assumptions, chain of command models, key elements of plans and the need for development or clarification of mental health components in these plans.
