What requires a SPAF?A SPAF - or Sponsored Projects Approval Form - is required for all of the following submissions to funders, regardless of the submission mechanism.
When do I need to submit a SPAF to the Dean's Office?SPAFs should be submitted to Sheri Ozard 10 business days prior to the deadline. It should have signatures from the PI and Chairperson. If applicable, it should also have signatures from Co-Investigators and their departmental approvals. If a SPAF is submitted less than 4 days prior to the deadline, CHP cannot guarantee that we will be able to obtain CHP or University-level approvals for the proposal to be submitted. You may find it helpful to refer to the Recommended Submission Timeline for suggested timeframes for putting together the proposal. What materials do I circulate with the SPAF?- Signed SPAF form - Detailed budget, which may be in draft form - Abstract, proposal, or letter of intent, which may be in draft form
- Subaward materials, if applicable
- Consultant statement of work, if applicable - Documents requiring University-level signature, if applicable - If indirect rate is below 27%, a statement from the funder stating their approved F&A rate
How do I put together my budget?Please see Sheri Ozard or your business manager to draft the budget. CHP has a preferred budget template. What issues should I consider as I start the process?Prior to meeting with Sheri Ozard, you should think about the following issues: - Will I be requesting course buy-out? - Will I need to request space? - Will the project involve a cost share or match? - Will I need to request a reduced F&A rate? - Will there be subawards/subcontracts or consultants? - What other Temple faculty and staff will be on the project? - Do I need to submit an IRB application? - Are there any conflicts of interest (real or apparent)? - How will I submit the application (electronic submission or mailing a hard copy)? Will I need assistance from CHP or SPA? My application requires information about Temple's DUNS and other information - where do I find that?You have two options. OVPR publishes general information for main campus and the health sciences campus. Or you can send the paperwork to Sheri for completion. My project will require statistical analysis - who can help me?Check out the Biostatistical Research Support Center. I'd like to have someone review my specific aims. Does CHP have any advice?Health Research Associates are available to review specific aims, full proposals, or discuss funding strategies. When can I submit my proposal?PIs may not submit a proposal until they have received university-level approval. SPA will notify the PI via email once all approvals have been obtained. Who submits or mails my application?Submission varies by funder. Please discuss this with Sheri during your initial meeting, to ensure that the submission mechanism is clear to everyone. Do I need to do anything special if I'm applying to a foundation?Please notify Sheri Ozard of all potential foundation submissions as early as possible. Foundation submissions may need prior approval from Institutional Advancement, which Sheri will obtain. Certain foundations limit the number of submissions from an applicant (i.e. Temple University) and therefore we 'vet' these opportunities to ensure that the university abides by the foundations guidelines. Sheri will notify you when you have approval to proceed with the application. Do I need to do anything special if I'm applying for an internal grant?This web page contains information on the internal grant approval process through CHP and for a list of grants available through the Dean's Office, the Provost's Office, and OVPR,
Who are the institutional contacts to list on my application/contract?The institutional contacts are listed on this Word document. My application requires a university signature – who does that?Only select individuals in Sponsored Projects Administration, University Counsel, and the CFO are authorized to sign documents on behalf of Temple University. If your application requires a signature on the cover page or other document, please submit it with the SPAF materials and it will be handled. I received a contract – can I sign it and return it to the agency?Only the CFO and University Counsel are authorized to sign contracts. Please forward contracts to Sheri, who will process for signatures. If a contract is related to a previously-submitted SPAF, please forward it to Sheri with a brief cover note identifying the SPAF to which it is connected. How long does it take for a contract to be signed?It takes a contract 3 weeks to be processed, once it is received by SPA. Who are my preaward contacts?
