SYLVIA TWERSKY-BUMGARDNER, MPH has worked with a number of projects with C-PREP through CDC funding of the Pennsylvania state office of emergency preparedness and HRSA. These include community education development for emergency preparedness with the Pennsylvania Health Education Centers, the development of a public health emergency preparedness competency mapping tool, and a gap analysis of current Pennsylvania pubic health emergency trainings. Her focus in emergency management has been on the issue of workforce preparedness, vulnerable populations, and environmental health issues.

As Director of Environmental Health with the American Lung Association of the Central Coast (ALACC), she developed, implemented, and evaluated an asthma outreach and education program targeting migrant worker families as part of the statewide California Asthma Initiative. In addition, she worked on clinical quality improvement for childhood asthma management and treatment. In collaboration with the EPA and the US military, she participated as a community advocate in the Fort Ord environmental remediation process. Ms. Twersky-Bumgardner has acted as a program evaluation consultant for the ALACC. Working with the Southern Regional Area Health Education Center/ Duke University Family Medicine Residency program she taught brief behavioral interventions for smoking cessation within a clinical setting. She has been a faculty member in the department of public health at Temple University since 2005.

George Heake

GEORGE HEAKE is Director of Operations at Temple University's Center for Preparedness, Education and Practice (CPREP) and Emergency Management Coordinator and Information and Technology Accessibility Coordinator for Temple's Institute on Disabilities the University Center of Excellence for Developmental Disabilities (UCEDD) for Pennsylvania.  George has developed a collaborative initiative called SPAR-GIS: Special Populations Analysis and Research with GIS. The basic tenant of SPAR-GIS is form a collaborative community to share best practices and lessons learned regarding data collection, management and analysis of population, geospatial, community and other related data related to emergency management, with a focus on special needs populations.

Projects in progress include working with locations of special needs populations in aggregate data framework and supporting resources, such as accessible shelters and durable medical equipment (DME). DME, can be collected, managed centrally, and analyzed in relation to both environmental hazards and appropriate deployment of resources. Heake is currently working on a project to assess lessons learned from several counties in Pennsylvania which have utilized GIS mapping software to map special populations. for county planners.

ALICE GROFEBERT, MPH served as lead for statewide planning, coordination, and assurance of appropriate delivery of public health preparedness education and training programs.  She was the Administrator of the Public Health Institute (PHI), the Pennsylvania Preparedness Leadership Institute (PPLI), and managed the administration of the Pennsylvania Prepared Learning Management System (LMS).  Alice directed collaboration between the Department and academic institutions.

In addition to Facilitating a Statewide Advisory Committee workgroup panel for the Pennsylvania Public Health Preparedness Strategic Plan, she developed initiatives to support public health preparedness integration with special populations.  Alice Grofebert was appointed as State Coordinator of ESAR-VHP (Emergency System for Advanced Registration of Volunteer Health Professionals), Coordinator of SERVPA (State Emergency Registry of Volunteers in Pennsylvania) Coordinator, and designated as Centers for Disease Control and Prevention Distance Learning Coordinator for PA.
