The Payment Methods Frequently Asked Questions (E-billing FAQ's)

1.    How can I pay via credit card?

The University does not accept credit card payments directly or via the phone for payment of tuition, fees, room and board, which appear on the billing statement.  Credit card payments can only be made online via TUPay, and will be processed by our vendor.   You will be charged a non-refundable convenience fee of 2.75% in addition to tuition and fees for this service by our vendor.  As before, no fee will be charged for e-check payments.   

2.    What types of credit cards are accepted and what types of credit cards are not accepted                  for tuition and fee payments?

MasterCard, Discover and American Express are accepted. 

We DO NOT ACCEPT VISA credit , debit or check cards. 

3.     Will I be charged a convenience fee when I pay by credit card?

Yes, a convenience fee of 2.75% will be charged in addition to tuition and fees.

The convenience fee is non-refundable - no exceptions.

4.     As a student, how do I pay online?

Log into TUpay (http://tupay.temple.edu/) or log into TUportal at http://tuportal.temple.edu/ and enter your accessnet username and password (the information you enter to access your Temple e-mail account).  Click on the button on the TUportal homepage to connect to TUpay to view your bill and/or make a payment.  Once in TUpay, select "Make Payment" from the menu on the left.

 

5.     What do I do if I forget my accessnet password?

Contact the HelpDesk at 215-204-8000.

6.     How do I sign my parent up to be an authorized payer in order to make a tuition payment      online?

         In TUpay, select “Authorize Payers” from the menu on the left and complete the       

the requested information to create a user name and password.  Be sure to include an e-mail address to ensure your authorized payer will receive an e-mail when

e-bills are available. Once it is set up, give your authorized payers there username and password.

 

7.     What is the difference between "Student Account Details" and "Most recent e-bill" under

 view accounts in TUpay.

 

The most recent e-bill page reflects the latest e-bill posted in TUpay for you.  Refer to the e-bill to see the statement activity "as of..." date; this will let you know the last entry date for any activity reflected on your e-bill.  The student Account Detail's Page reflects up to the minute transactions posted to the student account.  This page will include charges and/or payments posted to your account after the generation of the e-bill.

 

8.  Due to the convenience fee, when paying by credit card, what amount will I see on my                credit card statement and  what amount will I see on my student account in TUpay?

For example, let’s say you are making a $1000 payment, you will be charged a convenience fee of $27.50 by our vendor in addition to tuition and fees.  At the time of the transaction, the vendor will automatically take the convenience fee of $27.50 and $1000 is the amount that will appear on your TUpay account.  Your credit card statement will show a “Temple Tuition Payment” of $1000 and a “Vendor Service Fee Charge” of $27.50. 

 

9.     How was the 2.75% non-refundable rate determined?

That rate was determined by our vendor.  The University is not accepting credit card payments directly; they are being accepted by our vendor who is charging a convenience fee for the service. 

10. Why is this credit card policy with convenience fees in place?

The University has found that paying by credit card has become prohibitively expensive because of the fees charged to Temple for credit card processing transactions.  This expense is paid by the University out of tuition revenues collected from students and therefore reduces the tuition dollars available for academic programs and services for all students.  Whether or not a student uses a credit card for tuition payments, the student’s tuition is used to pay the increasing fees charged by credit card companies for those students who pay tuition with credit cards. 

 

    

11.  Why is VISA not accepted?

VISA’s rules will not permit the vendor to charge a percentage convenience fee, and would require the University to charge the same fee for e-check  transactions  as

well. 

12.  If I don’t want to pay the convenience fee, what are my other payment options?

  • a)   Log into TUpay (http://tupay.temple.edu/) or log into TUportal at http://tuportal.temple.edu/ and enter your your accessnet username and password (the information you enter to access your Temple e-mail account).  Click on the button on the TUportal homepage to connect to TUpay to view your bill and/or make a payment.  Once in TUpay, select "Make Payment" from the menu on the left.           
         
Select e-check as payment option.  The payment will be posted to the student account immediately.       
         
  • Note: only checking and savings accounts can be used.  There is no fee for this option.
  • b)     Pay by check delivered to the Bursar’s Office in Carnell Hall or mailed to our bank lockbox (P.O. Box 828799 Philadelphia PA 19182-8799).  There is no fee for this option. 
  • c)      Pay by cash or check at any of the Bursar’s Office locations. 

 

13. What about payment plans that are offered?

  • a)   Temple Deferred Payment Plan - students are automatically enrolled in the deferred payment plan if they are unable to pay the total amount due by the weekend before the semester starts.  The payment plan provides students with a grace period until mid-semester to pay the bill in full.  The deferred payment plan is only offered in the fall and spring semesters and carries a non-refundable payment plan fee of $25 per semester. 
  • b)     Temple Installment Payment Plan (TIPP) – TIPP is a ten-month interest-free plan managed by Higher Education Services, Inc. on behalf of the University.  Students can finance all or a portion of their tuition, housing, board and related fees (minimum of $1000).  There is an application fee of $50 and payments can be made by check, pre-authorized electronic debit, or credit card.  Credit cards payments are subject to a convenience fee of $11 per each $500 paid. 

 

14.  How do I know my TIPP payment has been applied to my account?

Go to the TUPay web site, under the Current Activity tab you will find all payments including TIPP that have been applied to you account.

15.   Why doesn't my E-bill show the payment I just made?

         *  Your E-bill will not change as payments are made since the bill is static.              

             Refer to the E-bill to see the statement activity “as of…” date; this will let you

             know the last entry date for any activity reflected on your E-bill.

*  Click view Accounts-Student account details in TUpay to view up to the minute       transactions posted to the student account, including payments that you just made.

         *  You can view your online payment history in TUpay by choosing

             Transaction History.
