In 2002, the Philadelphia Housing Authority partnered with the Philadelphia Water Department (PWD) on the redevelopment of the Mill Creek housing project, a 12.6 acre site located in West Philadelphia. The plan called for the demolition of 440 dilapidated public housing units and the construction of 360 new units.
The Mill Creek basin is prone to a variety of water-related issues,
including combined sewer overflows, flooding, and subsidence from an
underground stream. PWD’s role was to design a stormwater management
plan that sought to prevent 100% of the runoff generated by new
development from leaving the site. As implemented, the plan designed by
Wallace Roberts & Todd, LLC, consists of a 2.6 acre on-site park that is
underlain by a water detention/infiltration area. The park serves as an
accessible public open space for the Mill Creek community, while it also
functions as permeable surface area that allows runoff to seep down into
the underground storage area. The storage area reduces the peak amount
of runoff discharged to the Mill Creek storm sewer system. |
