James Creedon was appointed Temple University Senior Vice President for Construction, Facilities, and Operations in 2011.
Creedon is President of Creedon Management Associates, a firm he formed in 2010 after leaving the Cabinet of Pennsylvania Governor Edward Rendell. Creedon Management Associates provides program management, management consulting and organizational and business development services to private, non-profit and public sector clients.
As Secretary of the Department of General Services (DGS) from 2005 to 2010, Creedon managed one of the largest operating departments of Pennsylvania state government. DGS managed over $4 billion in construction, annually managed over $4 billion in procurement and had over 1,000 employees.
In 2009, Creedon was also appointed by Governor Rendell as Pennsylvania’s Chief Implementation Officer for the American Recovery and Reinvestment Act (ARRA). In that role, he managed the development, selection, delivery and monitoring of over $14 billion in spending.
While at DGS, he oversaw the development of a new procurement initiative called Strategic Sourcing which completely reformed the Commonwealth's procurement process, saving taxpayers $320 million over the past five years. Additional cost-saving initiatives under his leadership include downsizing the state vehicle fleet, reducing energy demand in all state office buildings, doubling the amount of green energy purchases, and improving construction oversight by reducing change orders and using more competitive processes for contractor selection. In addition, he managed the Governor's efforts to increase the level of participation by minority and women-owned businesses in Commonwealth procurement, real estate and construction.
Creedon joined DGS as Deputy Secretary for Public Works in 2003. As deputy secretary, he managed and coordinated hundreds of commonwealth-funded construction projects, helping to improve the quality of design and construction while reducing the cost of delivery. He also coordinated a comprehensive capital planning process, developing performance measurements to monitor improvement to the construction process and increased the on-time delivery of projects to over 90 percent.
A life-long resident of the Lehigh Valley, he received his bachelor's degree and MBA from Lehigh University. His career began as Director of Planning and Development for Lehigh County, Pennsylvania. He later was employed by Martin Simonds Associates, Seattle, WA where he provided management consulting services to engineering and architectural firms throughout the United States and Canada.
He also served as Vice-President for Communications and Community Affairs, and as Senior Vice-President for Business Development, North America, with United Water, one of the nation's largest investor-owned water service companies.
Creedon resides in Lower Saucon Township, Northampton County, with his wife Jan, who serves as Director of Human Services for Lehigh County. He has two sons, Matt, a student at the University of Massachusetts and Stephen, a student at Allentown Central Catholic High School, and a daughter, Erin, who works for PBS TV-39 in Bethlehem.
